Should Mount Carroll establish a park district? What are the tax implications? What would this money be used for?
These and many more are questions that you can have answered at a special Mount Carroll City Council meeting to be held at 10 a.m. Saturday, May 7, in the Kraft Building.
The new Davis Community Center is scheduled to open in the summer of 2023. The Davis Trust, which is providing the funds for construction of our new Community Center, specifies the funds can be used for construction and maintenance. They cannot be used to pay for operational costs, estimated at $150,000 annually. A park district could help offset some of these expenses.
Team Silvanus, three incredible Master's degree candidates in Public Administration at Northern Illinois University, conducted a study to determine the feasibility of Mount Carroll establishing a park district. Their findings outline the pros and cons of a park district, the effort and costs required for the establishment process, and the timeline.
